Supervisors Orders

Supervisors Orders are federal rules and regulations specific to Land Between the Lakes National Recreation Area.

Pursuant to the provisions of 16 U.S.C. and Title 36 C.F.R., the following acts or omissions are prohibited on lands and waters within the legislative jurisdiction of the USDA Forest Service, Land Between the Lakes National Recreation Area. The area consists of over 170,000 acres of National Forest located in Trigg and Lyon County in Kentucky and Stewart County in Tennessee, and is depicted on our motor vehicle use map (MVUM) and official trail maps.

Violation of these prohibitions are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. 551 and 18 U.S.C. 3559 and 3571).

Supervisor Orders are put into effect to address particular management problems. Supervisor Orders may be enacted on several levels, including:


Supervisor Orders are signed by Regional Foresters and/or Area Supervisors and vary in duration. Supervisors Orders are posted at Forest or Area Supervisors offices. Some of the reasons for implementation of Supervisors Orders is to protect public safety, prevent resource damage, protect a particular area’s setting (such as those areas closed to motorized travel), protect wildlife populations, and many other reasons. Supervisors Orders may prohibit a specific activity, or impose permit requirements. Some examples of permits that may be required are day-use, OHV use, camping or hunting permits.

ORDER No. 60-01-15: Timber Sale Area Boundaries–Public Entry Prohibited

ORDER No. 60-01-13: General Prohibitions

  1. Possessing an alcoholic beverage in violation of any Commonwealth of Kentucky law or Tennessee State statute is prohibited. 36 CFR 261.58 (bb)

  2. Being publicly intoxicated or present in any area while under the influence of a controlled substance or alcoholic beverage in violation of any Commonwealth of Kentucky law or Tennessee State statute is prohibited. 36 CFR 261.53(e)

  3. Being publicly nude is prohibited. 36 CFR 261.58(j)

  4. Operating any watercraft on impoundments or waterways within the legislative jurisdiction of the Land Between the Lakes National Recreation Area in violation of rules, regulations or laws established by the Commonwealth of Kentucky and the State of Tennessee to regulate said watercraft is prohibited. 36 CFR 261.53(e)

  5. Operating a vessel or boat that has an outboard engine or similar engine containing gasoline or oil on Duncan Lake and Hematite Lake is prohibited. 36 CFR 261.58(n)

  6. Swimming in a closed area is prohibited. 36 CFR 261.58(k)

  7. Possessing or using a mineral or metal detector, magnetometer, side scan sonar, or other metal detecting device, or sub bottom profiler. 36 CFR 261.53 (f)

  8. Possessing or using any kind of firework or other pyrotechnic device is prohibited. 36 CFR 261.52(f)

  9. Operating an animal drawn Wagon on the Trace highway is prohibited. 36 CFR261.53(e)

  10. Entering or remaining in the developed area of the Golden Pond Visitor Center after closing (5:00 PM to 9:00 AM) unless allowed by special use permit or other official designated activity is prohibited. 36 CFR 261.58(b)

  11. Entering the South Bison Range fenced enclosure is prohibited. 36 CFR 261.53(e)

  12. For the protection and safety of the public, dogs are not to be left restrained without supervision. 36 CFR 261.53(e)

ORDER No. 60-02-13: Controlled Substance Prohibitions

Controlled substance means a drug or other substance, or immediate precursor, included in schedules I, II, III, IV, or V of Part B of the Controlled Substances Act (21 U.S.C. §812) or a drug or substance added to these schedules pursuant to the terms of the Act.

  1. Possessing a controlled substance or other substance identified in schedules 1-5, part B of the Controlled Substances Act (21 U.S.C. §812). 36 CFR 261.53(e)

  2. Possessing, delivering or manufacturing drug paraphernalia as defined by 21 U.S.C. §863 part D unless the possessor is authorized by Federal Law. 36 CFR 261.53(e)

  3. Possessing an alcoholic beverage in violation of any Commonwealth of Kentucky law or Tennessee State statute is prohibited. 36 CFR 261.58 (bb)

  4. Possessing, consuming, or transferring an alcoholic beverage in violation of any Commonwealth of Kentucky law or Tennessee State statute is prohibited. 36 CFR 261.53(e)

  5. Being publicly intoxicated or present in any area while under the influence of a controlled substance or alcoholic beverage in violation of any Commonwealth of Kentucky law or Tennessee State statute is prohibited. 36 CFR 261.53(e)

  6. Possessing an alcoholic beverage outside of any designated campsite. This applies to the following identified recreation areas: Piney and Gatlin Point and TN portion of Rushing Creek (36 CFR 261.58 (bb)).

ORDER No. 60-03-13: Wranglers Campground and Recreation Area

  1. Riding, hitching, tethering, or hobbling a horse or other saddle or pack animal in violation of posted instructions is prohibited. 36 CFR 261.58(aa)

  2. Operating a wagon on any forest development roads without a fluorescent triangle is prohibited. 36 CFR 261.53(e)

  3. Operating a wagon at night without front and rear lights is prohibited. 36 CFR 261.53(e))

  4. Washing a horse or other saddle or pack animal in an un-designated area is prohibited. 36 CFR 261.53(e)

  5. Use of all-terrain vehicles, bicycles, or mopeds in the Wrangler Campground and designated horse trails is prohibited. 36 CFR 261.53(e)

ORDER No. 60-04-13: Turkey Bay Off-Highway Vehicle (OHV) Area

  1. Operating any motor vehicle on forest development roads in violation of any Commonwealth of Kentucky traffic or motor vehicle law is prohibited. 36 CFR 261.54(d)

  2. Operating a motor vehicle or “off highway vehicle” in violation of any Commonwealth of Kentucky motor vehicle law as it relates to the use of off highway or all-terrain vehicles is prohibited. 36 CFR 261.55(b)

  3. Operating off highway vehicles or any motorized equipment within the Turkey Bay Off Highway Vehicle Area from legal sunset to legal sunrise is prohibited. 36 CFR 261.55(b)

  4. Operating off highway vehicles or any motorized equipment in excess of 15 mph along the forest development road leading into the Turkey Bay Off Highway Vehicle Area is prohibited. 36 CFR 261.54(d)

  5. Operating off highway vehicles within the Turkey Bay Off Highway Area without obtaining the appropriate permit(s) is prohibited. 36 CFR 261.58(b)

  6. Riding passengers on off highway vehicles not designed to carry passengers is prohibited. 36 CFR 261.55(b)

  7. Riding passengers on motorbikes while operating in off highway vehicle area is prohibited except on designated forest development roads and on legally registered motorbikes. 36 CFR 261.55(b)

  8. Campfires are prohibited outside of designated camping areas. 36 CFR 261.52(a)

  9. Camping in violation of posted regulations is prohibited. 36 CFR 261.58(e)

  10. Operating a motor vehicle or off highway vehicle in violation of posted instructions. 36 CFR 261.53(e)(f)

  11. The entry or exit of any amphibious vehicle or off highway vehicle at the Turkey Bay OHV area is prohibited except at specific locations designated for that use. Amphibious vehicles must immediately proceed to and register their vehicles at the registration area unless an annual permit has been obtained for the vehicle being operated. 36 CFR 261.58(b)

ORDER No. 60-05-13: Colson Hollow Group Camping Area

  1. Camping is prohibited unless a special use permit is obtained. Camping is allowed only in designated areas. 36 CFR 261.58(e)

  2. Group size is limited to 200 persons at any one time (including guests) except as authorized by permit. 36 CFR 261.53(e)

  3. Groups may not use Colson Hollow for more than seven consecutive days. 36 CFR 261.58(a)

  4. Operating any motorized vehicle at speeds greater than 15 miles per hour throughout the area is prohibited. 36 CFR 261.54(d)

ORDER No. 60-06-13: Elk & Bison Prairie

  1. The collection or removal of any natural resources or wildlife is prohibited. 36 CFR 261.53(a)(b)

  2. Harassing or molestation of wildlife (approaching when animal is within 200 feet, chasing, feeding, calling etc.) is prohibited. Persons must remain inside their vehicle when wildlife is within 200 feet. 36 CFR 261.53(a)(b)(e)

  3. Being in the area after sundown or before sunrise is prohibited. 36 CFR 261.58(L)

  4. Foot traffic is prohibited over fifty feet from the paved roadway and interpretative areas. 36 CFR 261.53(e)

  5. Vehicles are restricted to the paved road only. 36 CFR 261.55(d)

  6. Pets are to be confined within motor vehicles at all times.36 CFR 261.53(a)(e)

  7. Motorcycles, bicycles, equestrian travel and persons traveling on foot are prohibited from entering the enclosure. 36 CFR 261.53(e)

  8. Illegal Entry, including areas within the prairie gated or otherwise closed to public use is prohibited. Visitors may access enclosure only at the Trace highway gate/fee area. 36 CFR 261.53(a)(b)(f)

  9. Violations of posted instructions regarding the use of the Elk & Bison Prairie are prohibited. 36 CFR 261.53(a-f)

  10. Vehicles are prohibited from entering the prairie while containing or trailering cattle, horses, cervids (deer, moose, etc.), hogs or other exotic hoof stock. 36 CFR 261.53(b)

  11. Hunting and trapping are prohibited within the Prairie. 36 CFR 261.58(v)

ORDER No. 60-07-13: Firearms and Archery Ranges

  1. Entering, using, or remaining in the area between sunset and sunrise is prohibited. 36 CFR 261.58(L)

  2. Failure to adhere to posted range rules is prohibited. 36 CFR 261.53(e)

  3. Entering or using the area for any purpose other than target shooting is prohibited. 36 CFR 261.58(b)

  4. Firing while persons are down range is prohibited. 36 CFR 261.53(e)

  5. Entering the area located behind the backstop, which has been designated as a safety zone, by the placement of “Entry Prohibited” signs is prohibited. 36 CFR 261.53(e)

  6. Possessing or using alcoholic beverages while using or occupying the area is prohibited. 36 CFR 268.58(bb)

  7. Using the range when reserved by another party is prohibited. 36 CFR 261.58(b)

  8. Failure to reserve the firearms range prior to use is prohibited. 36 CFR 261.58(b)

  9. Possession of firearms is prohibited except during legal firearms hunting seasons by licensed hunters and going to and from Land Between the Lakes National Recreation Area firearms range. Firearms must be cased and unloaded during transport. 36 CFR 261.53(e)

ORDER No. 60-08-13: Vehicle Prohibitions

  1. Operating any motor vehicle on Forest Development Roads in violation of any Commonwealth of Kentucky or State of Tennessee traffic or motor vehicle law is prohibited. 36 CFR 261.54(d)

  2. Operating a motor vehicle or “off highway vehicle” in violation of any Commonwealth of Kentucky or State of Tennessee motor vehicle law as it relates to the use of off highway or all-terrain vehicles is prohibited. 36 CFR 261.55(b)

  3. Possessing or using a motor vehicle more than 50 yards from forest development roads designated for public use is prohibited. Vehicles shall not drive more than 50 yards from identified roads. 36 CFR 261.56

  4. Parking or leaving a vehicle in violation of posted regulations is prohibited. 36 CFR 261.58(g)

  5. Motorized equipment or vehicles may not be driven upon any Forest Development roads when they are blocked by a gate, sign, earthen mound or physical barrier erected to restrict such use. 36 CFR 261.54(a)

  6. Operating any motorized vehicle on any road that is not designated for such use outside of the Turkey Bay Off Highway Vehicle (OHV) Area is prohibited without prior authorization or special use permit on Forest System roads. 36 CFR 261.54(a)

  7. Operating any motorized vehicle on any trail that is not designated for such use outside of the Turkey Bay OHV Area is prohibited without prior authorization or special use permit on Forest System Trails. 36 CFR 261.55(b)

  8. Operating a vehicle carelessly, recklessly, or without regard for the rights or safety of other persons or in a manner or at a speed that would endanger or be likely to endanger any person or property. 36 CFR 261.54(f)

ORDER No. 60-09-13: Hunting and Fishing Prohibitions

  1. Possession of firearms is prohibited except during legal firearms hunting seasons by licensed hunters and going to and from Land Between the Lakes National Recreation Area firearms range. Firearms must be cased and unloaded during transport. 36 CFR 261.53(e)

  2. Firearms possessed during legal hunting seasons by licensed hunters must be cased and unloaded chamber and magazine) while being transported in a motorized vehicle. 36 CFR 261.53(e)

  3. Hunting, fishing, and entry into wildlife refuges or areas designated closed and restricted to entry, hunting and fishing are prohibited. 36 CFR 261.53(a)(b), 36 CFR 261.58(v)

  4. The placement of bait including food or mineral substances is prohibited. 36 CFR 261.58(cc)

  5. Hunting over bait, including food or mineral substances, is prohibited. 36 CFR 261.58(v)

  6. Hunting while under the influence of alcohol, controlled or other intoxicating substance is prohibited. 36 CFR 261.53(e)

  7. The use of paint, flagging or other artificial materials used to mark trees, routes or trails for hunting is prohibited. 36 CFR 261.58(v)

  8. Fishing in violation of posted instructions on LBL interior and impounded lakes/ponds is prohibited. 36 CFR 261.58(v)

  9. Hunting deer or other game from horseback in violation of any Commonwealth of Kentucky or State of Tennessee law is prohibited. 36 CFR 261.58(v)

  10. Hunting deer or other game with the use of dogs in violation of any Commonwealth of Kentucky or State of Tennessee law is prohibited. 36 CFR 261.58(v)

ORDER No. 60-01-14: Hunting Coyotes at Night

  1. Persons are prohibited from hunting coyotes from 30 minutes after sunset to 30 minutes prior to sunrise. 36 CFR 261.58(v)

  2. This order is established for regulating the night hunting of coyote in order for the protection of visitors, local, state, and federal personnel.

ORDER No. 60-10-13: Camping Restrictions and Prohibitions

  1. This applies to developed campgrounds, self-service and backcountry camping areas. Occupancy length of stay restrictions do not apply to persons occupying campsites identified as long term campsites.

  2. Camping or maintaining a campsite for more than 21 consecutive days without having terminated occupancy of the site for a minimum of 7 days and moving at least 1 mile in distance from that campsite before returning. For the purpose of this order, this restriction applies to the following campgrounds: Turkey Bay Off Highway Vehicle Area, Fenton, and Gatlin Point. 36 CFR 261.58(a)

  3. Camping or maintaining a campsite for more than 21 consecutive days without having terminated occupancy of the site for a minimum of 7 day s before returning. For the purpose of this order, this restriction applies to the following campgrounds: Hillman Ferry, Piney, Wranglers, Energy, and Cravens Bay Campgrounds. 36 CFR 261.58(a)

  4. Camping or maintaining a campsite for more than 14 consecutive days without having terminated occupancy of the site for a minimum of 7 days and moving at least 1 mile in distance from that campsite before returning. For the purpose of this order, this restriction applies to all backcountry camping sites. 36 CFR 261.58(a)

  5. Camping within the boundaries of the Land Between the Lakes National Recreation Area in the following areas is prohibited: 36 CFR 261.58(e)

    • Within any cemetery;

    • Within the grounds of the Brandon Springs Residential Center;

    • Within 200 yards of the following roads: State Highways 68 and 80, the Trace, Fort Henry Road, Kentucky Lake Drive, Mulberry Flat Road, Silver Trail Road, and Road 165 from the intersection of the Trace at Golden Pond to Wranglers Campground;

    • Within the Nature Watch Demonstration Area between Mulberry Flat Road and Silver Trail Road east to Lake Barkley. This also includes all areas south and east of the intersection of Mulberry Flat Road and Forest Development Road 134 to the north side of Energy Lake Dam, excluding identified campsites within the Taylor Bay Campground;

    • All areas within the Nature Watch Demonstration Area located in Tennessee, south of Fort Henry Road;

    • Within a wildlife food plot or agricultural field;

    • Within 200 yards of any developed campground, firearms and archery ranges, public day use facilities, Moss Creek day use area or other areas as designated and posted as closed to camping is prohibited.

  6. Camping in violation of posted regulations in any developed campground is prohibited. 36 CFR 261.58(e)

  7. Entering or remaining in a designated campground between the hours of 11 pm and 6 am, except for persons occupying the campsite is prohibited. 36 CFR 261.58(c)

  8. Camping with a horse, saddle or other pack animal except in the Wrangler Campground and Recreation area is prohibited. 36 CFR 261.58(e)

  9. Camping without a parent or guardian under the age of 18 years old is prohibited. 36 CFR 261.58(e)

  10. Connecting to a fee utility system or use thereof without prior authorization or payment as required is prohibited. 36 CFR 261.58(b)

  11. Leaving camping equipment at any location unoccupied overnight without prior authorization or special use permit is prohibited. 36 CFR 261.58(e)

  12. Moving, tampering, defacing, damaging, possessing, obtaining, entering or remaining with or about any property without the express consent of the person having lawful control of that property is prohibited. 36 CFR 261.53(f)(e)

ORDER No. 60-11-17: OHV Use on Legal Roadways

Pursuant to the provisions of 16 U.S.C. Section 551, and Title 36 C.F.R Section 261.50(a) and (b), the following acts are prohibited on lands within the Land Between the Lakes National Recreation Area . The area consists of over 170,000 acres of National Forest land located in Trigg County and Lyon County Kentucky, and Stewart County Tennessee, and is depicted on the attached map.


The above prohibited acts are set forth in Title 36 C.F.R. Section 261.

Pursuant to 36 C.F.R. 261.50C the following persons are exempt from the provisions of the above order.

These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
